Funding History for the Living At Home and Block Nurse Programs


This funding history includes outcomes where LAH/BNP, Inc. was actively involved in the solicitation process and shows our active involvements with local, state and federal governmental agencies. It does not include all of the fundraising activities undertaken by local community Programs.

  • 1986 "Innovation in Local Government" award from Harvard University and the Ford Foundation which provided a grant of $80,000. The funds were used to establish BNP, Inc. including a computer, computer programmer and operational costs.
  • 1989 The Center for Urban Affairs of the University of Minnesota approved 2/3 support for a graduate student intern to work with the collaborative to describe the combined LAH/BNP model and develop a written report.
  • 1991 Based upon rationale presented by the BNP, Inc., the U.S. Department of Health and Human Services, Division of Nursing granted $360,188 to the North End-South Como BNP for two additional years; $149,420 was granted to the BNP, Inc.
  • 1991 The Minnesota legislation, through the Senior Agenda for Independent Living (SAIL) initiative, allocated $425,000 for supporting the LAH/BNPs; $370,000 went to community Programs and $55,000 to Living at Home/Block Nurse Program, Inc.
  • 1993 The Health Care Financing Administration (HCFA) named LAH/BNP, Inc. a CNO demonstration site and provided $548,543 for one year of development.
  • 1993 The Neighborhood Partnership Program (NPP) and Civic Organization and Partner Program (COPP) of St. Paul granted various sums to St. Paul Programs for a total of $91,800.
  • 1993 The Minnesota SAIL initiative was reauthorized with the same funding as 1991.
  • 1994 HCFA and LAH/BNP, Inc. decided to proceed with the three year CNO demonstration; a grant of $911,802 was awarded to develop the four communities, contribute to research, etc.
  • 1994 The Civic Organization Partnership Program (COPP) of St. Paul granted 7 St. Paul Programs a total of $35,000.
  • 1995 The Civic Organization Partnership Program (COPP) of St. Paul granted 8 St. Paul Programs a total of $80,000.
  • 1995 Ramsey County granted 8 St. Paul Programs a total of $80,000.
  • 1995 The SAIL Initiative was reauthorized with the same funding as 1991.
  • 1995 LAH/BNP, Inc. wrote proposals on behalf of all Programs that netted $89,000 for the communities for client services.
  • 1995 The U.S. Administration on Aging awarded $360,000 to the Programs based upon a proposal developed by LAH/BNP, Inc.
  • 1995 Congress extended the National CNO Demonstration for one year and provided additional appropriations to HCFA for continuation.
  • 1997 The Minnesota legislature appropriated new funding of $650,000 for the 1997-1999 biennium to award grants to 12 new LAH/BNPs, equalize funding for all LAH/BNPs and provide additional funding of $50,000 for LAH/BNP, Inc.
  • 1997 Ramsey County and the City of St. Paul granted 8 St. Paul Programs a total of $160,000.
  • 1997 Congress extended the National CNO Demonstration for two years and provided additional appropriations to HCFA for continuation. Ramsey County/City of St. Paul, through the St. Paul-Ramsey County Department of Health granted 10 St. Paul Programs a total of $200,000. Metropolitan Area Agency on Aging awarded $105,223 for implementation of six health promotion/disease prevention project objectives in 13 urban LAH/BNPs.
  • 1999 Ramsey County/City of St. Paul, through the St. Paul - Ramsey County Department of Health granted 10 St. Paul Programs a total of $200,000.
  • 1999 Minnesota Department of Human Services awarded six urban LAH/BNPs and LAH/BNP, Inc. A total of $110,000 was awarded for the 1999-2001 biennium for Caregiver Support/Respite Care activities in the six urban communities. An addendum award of $40,000 was made to LAH/BNP, Inc. to award grants, provide technical assistance and monitor Programs in the six new community LAH/BNPs.
  • 1999 Minnesota legislative appropriated new funding of $240,000 for the 1999-2001 biennium to award grants to six new LAH/BNPs. No additional funds were provided for LAH/BNP, Inc.
  • 2000 Minnesota Board of Aging awarded $55,000 to LAH/BNP, Inc. and 17 LAH/BNPs in greater Minnesota for an Alzheimer's Disease and Related Disorders project.
  • 2000 Ramsey County/City of St. Paul, through the St. Paul-Ramsey County Department of Health granted 10 St. Paul Programs a total of $200,000.
  • 2001 Ramsey County/City of St. Paul, through the St. Paul-Ramsey County Department of Heath granted 11 St. Paul Programs a total of $220,000. The City of St. Paul provided an additional grant of $7,500 to the Hamline-Midway LAH/BNP.
  • 2001 The Minnesota Board of Aging awarded funding to LAH/BNP, Inc. and 17 LAH/BNPs in Greater Minnesota for an Alzheimer's Disease and related disorders project.
